Building Learner Progression Project – AoC and Linking London
New Challenges, New Chances (BIS, December 2011), set out FE’s particular role in delivering distinctive, vocational higher education and progression. The Building Learner Progression Project addressed some of the key points from New Challenges, New Chances. Funded by LSIS and undertaken by Linking London and the Association of Colleges London (AoC), the project aimed to develop and promote the identity and value of London Higher Vocational Education by:
- Providing evidence on existing patterns of progression from FE into HE
- Identifying gaps in key sectors which are critical to London’s economy
- Promoting alternative vocational pathways on offer in London
The project ran from November 2012 – July 2013, led by the AoC London, working closely with Linking London and supported by London Councils, London Higher and HEFCE. Key outputs from the project include a report on the Key Sectors within London’s Economy: Continuing Trends and Growth Sectors, Plus the Needs of the Future, and a toolkit for HE Professionals on the Higher Level Skills Needs and Current HE in FE Provision in London. The project also contributed to the production of two reports on the progression of apprentices and college leavers on to higher education, undertaken by Hugh Joslin and Sharon Smith, from the University of Greenwich, which will be made available from the 1st of October 2013.
The project outputs will help to ensure:
- Better information and understanding for working with prospective students and employers
- Better understanding of specific growth sectors in London – linked to the labour market
- Better signalling for potential course development to reflect London growth sectors
Key Sectors within London’s Economy: Continuing Trends and Growth Sectors, Plus the Needs of the Future

There is a huge amount of data available about the London economy, its current makeup and its future, however, much of it is not very informative at the local level. In this document we provide a London overview, to help identify the key sectors in the London economy, the continuing trends and the areas of potential growth for the future, drawing on four key reports, produced by the UK Commission for Employment and Skills (UKCES). This overview is supplemented by local case studies on three boroughs to illustrate the differences between boroughs, and the differences between the headlines for London and local requirements:
